After independence, in view of the food problem in the country, the first agricultural university of the country was established on 17 November 1960 in the Tarai region of Uttarakhand, inspired by the then Prime Minister Pt. Jawaharlal Nehru and through the efforts of Bharat Ratna Pt. G.B. Pant. Considering the need for a children's school in this campus for the education of the wards of the teachers/employees appointed for the non-teaching work of the university, Bal Nilyam Shishu Vidyalaya was established on 16 August 1962. Since then, this school has continuously been providing quality education from nursery to junior level to the wards of the campus residents as an effective institution. At present, the school has approximately 650 students.
This school is run under G.B. Pant University of Agriculture & Technology, and a management committee has been constituted by the university for the management and upkeep of the school. At present, the chairman of the committee is the Hon'ble Vice-Chancellor of the university, Dr. Manmohan Singh Chauhan, and the manager is Dr. Sri Ram, Professor, Department of Soil Science, College of Agriculture.
To encourage the academic talent of students, every year scholarships are awarded to the students securing the first three positions in each class. At the end of the session, along with the annual examination results, students with maximum attendance, best Hindi and English calligraphy, best art, and those participating in various competitions at the state level are awarded. The result of the dedication towards education is that students of the school keep getting selected in Navodaya Vidyalaya. The selection of three students in 1987, 02 students in 1988, Ku. Palak Bora in 2015-16, and one student Aditya in 2018 itself reflects the standard of education of the school.
Under the Right to Education Act 2009, since 2011, 25% of children are being continuously admitted to the school. In the current session 2023-24, a total of 36 students are receiving education in the school under this scheme.

The school follows the Hindi-medium curriculum prescribed by Vidyalayi Shiksha (School Education), Uttarakhand. In addition, students are also given computer education.

The Hindi Prachar Prasar programme of ISRO Ahmedabad, organised by the Directorate of Extension of the university, was inaugurated on 13/12/2023 by Acting Vice-Chancellor Dr. K.P. Raverkar.

Dr. Vinod Joshi, an alumnus of Bal Nilyam School, gave a very inspiring speech to the students and explained about satellites through a PPT presentation.
Students also participated in model making, debate, competition and quiz. 200 students and teachers from various schools were present there.

Mr. Vinod Joshi attended Bal Nilyam Nursery School in Pantnagar in the past. From Jr. Kindergarten to Class V, he attended this school for his education. He then finished his senior secondary education at Pantnagar Inter College.
